ChatGPT Ads Explained: The Complete Guide 2026

If you've opened ChatGPT recently and noticed a small card sitting under an answer — a title, a line of copy, a link — you weren't imagining it. OpenAI has quietly built an ad business, and it's growing faster than almost anyone predicted. In under 200 days it went from a $200,000-minimum pilot to a self-serve platform live in 52 countries, doing $1 billion a year in run-rate revenue.

This guide covers everything currently known about ChatGPT Ads: how the format actually works, what it costs today, the full country list (and why there are secretly two lists, not one), and what to do next if you're thinking about running a campaign. We'll also flag where other guides on this topic get outdated fast, so you're not planning a budget around numbers from February.

What Are ChatGPT Ads?

ChatGPT Ads are sponsored “chat cards” that OpenAI shows underneath ChatGPT's responses to Free and ChatGPT Go tier users. Each card has a title, a short description, an image, and a link — visually separated from the actual AI answer so it's never mistaken for ChatGPT's own recommendation.

OpenAI is explicit that ads run on separate systems from the model itself and don't influence what ChatGPT says. That distinction shows up in nearly every OpenAI announcement about the product, which tells you it's the concern OpenAI expects people to raise first — and probably the one worth watching most closely as the platform matures.

Advertising gives OpenAI a third revenue lever alongside consumer subscriptions and enterprise/API revenue — our characterization of the business model, not a framing OpenAI has used in these exact terms. With more than 1 billion weekly active users and only a small fraction on paid plans, ads are one way OpenAI can monetize the free tier without pulling it behind a paywall.

ChatGPT Ads Launch Timeline (Full History)

  • Jan 16, 2026 — OpenAI confirms it's testing ads in the U.S. for logged-in adults on Free and the newly launched ChatGPT Go ($8/month) tier.

  • Feb 9, 2026 — Ads go live in the U.S. as an invite-only pilot. Reported minimum spend: $200,000. CPM: around $60.

  • Mar 26, 2026 — OpenAI announces its first international expansion — to Canada, Australia, and New Zealand — "in the coming weeks."

  • Apr 16, 2026 — Ads actually begin rolling out in Canada, Australia, and New Zealand, per OpenAI’s own release notes.

  • May 5, 2026 — Self-serve Ads Manager opens to all U.S. businesses. Minimum spend drops to zero; $60 CPM stays the listed default, though real-world rates would later be reported clearing lower.

  • Jul 22, 2026 — Full self-serve “Advertise in ChatGPT” platform launches, with Best Buy, Lowe's, and VistaPrint as early case studies.

  • Aug 4, 2026 — Brazil goes live for both ad delivery and local advertiser access.

  • Aug 11, 2026 — UK, Mexico, Japan, and South Korea added.

  • Aug 20, 2026 — Mexico becomes fully live (ninth market).

  • Aug 24, 2026 — Ads begin serving to users across 31 European countries.

  • Aug 31, 2026 — OpenAI announces $1 billion annualized revenue run rate and opens self-serve access across India, Europe, the Middle East, and North Africa in one move — jumping from 9 to 52 self-serve countries overnight.

  • Sep 2–3, 2026 — OpenAI’s Ads Manager availability table showed 11 MENA markets (Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Tunisia) as newly available for self-service; no separate OpenAI announcement was identified.

How ChatGPT Ads Work

Format: The original ad unit is the chat card — it appears below the AI’s answer, clearly labeled. Per OpenAI’s own documentation, each ad includes six elements: advertiser name, favicon, title (headline), copy (description), landing page, and an image asset. Since May 2026, OpenAI has also supported product feed campaigns, letting retailers generate ads in bulk from a structured catalog rather than building them one at a time. A multi-product carousel format for these feed campaigns — showing several products from one retailer in a single unit, similar to Google Shopping — entered testing in August 2026 (this newer format isn’t yet covered in OpenAI’s general ad-basics documentation, though it’s been independently confirmed by multiple industry outlets). It’s no longer accurate to describe ChatGPT Ads as a single ad format; e-commerce advertisers in particular now have catalog-driven options beyond the original single-product card.

Targeting: Instead of keyword bidding, ChatGPT Ads use contextual matching — the current conversation topic, prior chat history (if the user allows it), and past ad interactions. There's no traditional “keyword list” to build the way there is in Google Ads.

Source: OpenAI's Help Center FAQ states this directly — "Plus, Pro, Business, Enterprise, and Edu accounts will not have ads" — confirmed word-for-word, twice, on its dedicated Ads in ChatGPT FAQ page.

Privacy: No individual conversation content is shared with advertisers, and reporting is aggregated rather than user-level — closer to connected-TV measurement than the granular data available in Google or Meta Ads. Users can opt out of personalized targeting and still see ads, just matched more generically to the conversation.

ChatGPT Ads Pricing: CPM, CPC and oCPC

Pricing has moved fast — worth checking before you build a budget off an older post. ChatGPT Ads currently support three campaign objectives: CPM, CPC, and conversion-optimized CPC (oCPC).

Feb 2026 (pilot)

Self-serve, expanding

Real-world CPM has been reported clearing as low as ~$25–$45 as the auction matured; oCPC in beta for product feed campaigns

Worth noting: OpenAI’s own documentation still lists $60 as the default max CPM bid — the ~$25 figure you’ll see cited widely is a reported real-world clearing rate as more advertisers and inventory entered the auction, not an official price cut that took effect on a specific date.

The Three Objectives, Explained

Billing

CPM / Reach

Impressions

CPC / Clicks

Per valid click

oCPC / Conversions

Selected conversion event

Per valid click

OpenAI's current advertiser documentation confirms CPM and CPC as buying options, with a $3–$5 starting maximum CPC bid as guidance rather than a fixed price. oCPC — conversion-optimized CPC — is a newer, third objective: it still bills per valid click, but delivery is weighted toward clicks predicted to convert.

CPM (Reach): Advertisers optimize for impressions and pay per 1,000 impressions.

CPC (Clicks): Advertisers optimize for clicks and pay per valid click. OpenAI currently recommends starting with a maximum CPC bid of $3–$5 USD per click — a recommended starting point, not a fixed price or category floor.

oCPC (Conversions): Conversion-optimized CPC is designed to optimize delivery toward a specific conversion event — a purchase, sign-up, or lead submission — after someone clicks an ad. Advertisers select one standard conversion event per oCPC campaign; custom conversion events aren’t currently supported.

oCPC uses predicted conversion likelihood to determine how a campaign competes in the click auction. Advertisers set a Bid Cap — the maximum they're willing to pay for a conversion — but billing still runs on valid clicks, and the actual CPC is set by the auction. In other words, oCPC does not mean you pay per conversion; it means the system optimizes which clicks it wins toward people more likely to convert.

Important: oCPC should not be described as view-through conversion optimization or impression-based billing — it’s a conversion-optimized cost-per-click model. Conversion tracking (via the Conversions API and/or JavaScript Pixel) must be configured before launching an oCPC campaign, and OpenAI does not currently publish a recommended oCPC bid — advertisers are expected to monitor conversion volume, spend, clicks, average CPC, and cost per conversion before adjusting bids, budgets, or creative.

ChatGPT Ads Countries: The Complete List (2026)

This is where most coverage gets confusing, because there are genuinely two separate lists:

  1. Countries where ads actually serve to users — the smaller list: U.S., UK, Mexico, Brazil, Japan, South Korea, and 31 European markets, among others.

  2. Countries where businesses can open a self-serve advertiser account — as of early September 2026, 52 countries.

The 52-country self-serve list breaks down roughly as:

  • North America: United States, Canada, Mexico

  • South America: Brazil

  • Europe: 32 markets — 31 EEA/Switzerland markets plus the United Kingdom, counted separately

  • Middle East: 7 countries

  • North Africa: 4 countries (part of an 11-country MENA batch that includes Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, and Tunisia)

  • Asia-Pacific: India, Japan, South Korea, Australia, New Zealand

The honest takeaway: ChatGPT Ads is not yet a replacement for Google or Meta — it’s a young, fast-growing third channel best suited right now to high-intent, research-heavy purchase decisions, where catching someone mid-conversation beats catching them mid-scroll.

Who's Already Advertising on ChatGPT?

Early public case studies include Best Buy, Lowe's, and VistaPrint. Best Buy's VP of Media has framed the appeal as meeting customers “in those moments” of research and decision-making that increasingly happen inside a chat window instead of a search bar. Agency backing includes Dentsu, Omnicom, Publicis, and WPP, with tech integrations from Adobe, Criteo, Kargo, Pacvue, and StackAdapt — OpenAI says its partner ecosystem now exceeds 50 technology and measurement partners.

How to Advertise on ChatGPT

  1. Confirm your country is self-serve eligible (see the list above).

  2. Sign up for Ads Manager at OpenAI's advertiser portal.

  3. Choose your bidding model — CPM or CPC.

  4. Set up conversion tracking via the Measurement Pixel or Conversions API.

  5. Submit creative for policy review (chat card: image, headline, short description, link).

  6. Launch and monitor via aggregated reporting.

Frequently Asked Questions

What is ChatGPT Ads?

It's OpenAI's advertising product that shows sponsored “chat cards” underneath ChatGPT's responses to Free and ChatGPT Go tier users, without influencing the AI's actual answer.

When did ChatGPT Ads launch?

Testing began January 16, 2026, with a full U.S. pilot launch on February 9, 2026, and self-serve access opening May 5, 2026.

Do ChatGPT Plus or Pro subscribers see ads?

No. Plus, Pro, Business, Enterprise, and Edu users never see ads — only Free and ChatGPT Go ($8/month) tier users do.

How much do ChatGPT Ads cost?

Pricing started at $60 CPM as the default max bid during the invite-only pilot; that’s still OpenAI’s listed default, though real-world CPMs have been reported clearing as low as ~$25–$45 as the auction matured. CPC campaigns recommend a starting bid of $3–$5 per click, and a conversion-optimized CPC (oCPC) option is now in beta for product feed campaigns.

Which countries can advertise on ChatGPT?

As of early September 2026, self-serve Ads Manager access is live in 52 countries, spanning North America, Brazil, 32 European markets, the Middle East, North Africa, India, Japan, South Korea, Australia, and New Zealand.

Is ChatGPT Ads available in India?

Yes — India moved to full self-serve availability on August 31, 2026. See our India-specific guide for details on eligibility, categories, and early pricing.

Is ChatGPT Ads available in Qatar?

Yes, for advertiser eligibility — Qatar was among 11 MENA markets that appeared as fully available around September 2, 2026. Full breakdown in our Qatar guide.

Do ChatGPT Ads influence answers?

No. OpenAI states that ads do not influence ChatGPT's answers, and advertisers cannot shape, rank, or alter responses. Ads run on separate systems from the chat model.

Can users opt out of personalized ChatGPT ads?

Yes. Free and Go tier users can turn off personalized targeting; they'll still see ads, but matched more generically to the conversation rather than to chat history.

What ad format does ChatGPT currently support?

The original format is the chat card — an image, headline, short description, and link shown below an AI response. Since May 2026, OpenAI has added product feed campaigns for retailers, with a multi-product carousel format in testing since August 2026 — so it’s no longer a single format.

How is ChatGPT Ads different from Google Ads?

ChatGPT Ads targets based on conversation context rather than keywords, uses aggregated rather than user-level reporting, and offers fewer ad formats overall — a chat card plus a newer product feed/carousel option for retailers — compared to Google's many formats across search, display, shopping, and video.

Can advertisers see user chats?

No. OpenAI says advertisers do not receive chats, chat history, memories or personal details; they receive aggregated performance reporting.

What’s Likely Next

Based on OpenAI's public roadmap statements and the pace of the rollout so far, expect: continued country expansion (the self-serve list grew from 9 to 52 in a single week), broader rollout of oCPC beyond product feed campaigns, and — per some industry speculation — a creator revenue-sharing program for custom GPT builders. None of this is confirmed, so treat it as a direction rather than a date.
